They said that the way to judge someone's character you need to ask them if they would choose to fly or to have X-ray vision as a super power - the ones who choose X-ray vision are the ones who don't have kindness and they would use their powers for evil and the ones who choose to fly would use their powers for good. Wouldn't teleporting theoretically not cause both things to explode chaotically if everything that you were to teleport in would shift into the spot where you were. As in switching places with the air.

I suppose that would work, but then you'd also need the ability to scry, and see where you wanted to go. Why? Because if, say, you teleported too close to someone else, you wind up with half a human next to you, and the other half wherever you were a little while ago. And you only get one super-power, so bummer. Unless, you could teleport light as well, and you could see wherever it is that you intended to go. That is essentially what scrying is. However, most people would see a black void in the middle of the street, which has a nasty habit of causing minor stampedes.
