Seriously, read the subtitles, it's so much stupider if you realize what she's actually saying. You automatically pick out what she's trying to say, but with the subtitles, it's just impossible.

yeah... It's sad...
I personally believe the U.S. Americans are unable to do so because, uh, some, uh...people out there in our nation don't have maps, and, uh, I believe that our education like such as South Africa and, uh, the Iraq everywhere like, such as and...I believe that they should, our education over here in the U.S. should help the U.S., err, uh, should help South Africa and should help the Iraq and the Asian countries, so we will be able to build up our future for our children.

It's obvious that she was caught offguard by the question, seeing as the speeches she practiced were basically America-owns-all-other-countries-and-should-help-them-out.
I think she just panicked and tried to use her prepared material anyway, which failed. Poor girl though. This is going to haunt her forever.

From what I could understand of that, what she tried to say was, that the U.S providing Iraq and South Africa a decent education system, will somehow help people in the U.S to locate their own country on a map.
I think it's safe to say she is one of these people who can't find America on a map.
