If you are downloading torrents, check your uploads and lower the limit, as uploads chew up a lot of bandwith. Do you have a limit on your net? For example, mine is a 10G limit. If I go over 10G in downloads (and uploads, depending on your plan), it will turn you bandwith down to shit all. What browser are you using? I find firefox loads faster, especially if you are using the beta.
Other then that, not a whole lot. You try getting a network cable and connecting the net through a wire from the router, but it doesn't make a whole lot of difference. It usually the internet provider, even if you have a shitty computer the internet shouldn't sturggle, as that relies mostly on your internet connection and not your specs.
Oh, and TVs don't intefere, I use wireless and my router is right next to the TV.

I don't know what or how to find out what my limit is =/ I don't download a whole lot on BitTorrent though.
I'm using Fire Fox right now (Not the new beta one, 3.0 or something right?)
Changing my Internet Provider is out of the question, as I'm still a High School student living under my parents. Plus I think that since we have Comcast Cable for everything else (TV and phone), we have to have all or nothing.

There are some programs out there that will change settings on your computer to speed up your internet (some work and some not. I use Tune Up Utilities). There are some out there that are free just Google them. Personally, I do not think that your speed is all that horrible though.

What I can recommend you is either get a better router or a better reciver (or both). My D-Link Reciver and Router sucked huge balls, and I got Linksys (both reciever and router). I saw a huge improvement and my downloading time was in halfed

I have Linksys =/ Thanks for making a meaningful contribution though.
