Virtual Machine software

I'm looking for some sort of emulator software so that I can install a virtual machine (on which I want to test some operating systems without having to boot on a liveCD or installing it). My OS is windows XP. suggestions?

VMware is the only real VM program I have heard of.

that's a linux program.
Edit: Oh apparently there does exist a windows version. I'll give it a try then.
